Area Action Plan update

A few years ago many of us took part in a consultation process to help develope our Area Action Plan for the area on and around the A406.

Things have been very quiet on this front for some time so we followed it up. Enfield council have said:

We expect to progress the North Circular Area Action Plan on completion of the public hearings on Enfield 's Core Strategy which are due to commence on June 29th 2010 and will continue for a period of 2-3 weeks.

At this stage ther Draft Area Action Plan is programmed to be published for consultation towards the end of the year and among other things will take forward both refurbishment and redevelopment options for vacant, delelict and poorly maintained properties along the A406 which have been transfered to the ownership of Notting Hill Housing Trust from TfL.

All very good but we need to make sure that our area is provided with adequate school places, health centres, shops and leisure facilities. We will keep you up to date with any future meetings the council put on.

More trees for A406

As we all know, local people have been asking form more trees along A406.

I hear that TfL have a scheme in hand, we just need to see it and maybe comment, that old consultation chestnut!

Palmers Green Library to stay put

Just heard that the new Labour administration will leave Palmers Green Library where it is. Big question now is, what will they do with the site in Palmers Green? Any thoughts?

Kelvin Avenue - TRAFFIC

One-way system on Sidney, Melbourne, Kelvin, Belsize and Spencer were always going to be a disaster. Whilst the rest of the country does away with one-way systems Enfield Council can't get enough of them!

Notting Hill HT just turn up!

I hear that Notting Hill Housing Trust now own A406 Enfield Home properties. They haven't bothered to write to tenants to update them of this but they have bothered to turn up on peoples doorstep with out invitation or appointment, wanting to do a survey of the houses.

Yet more disrespect for A406 tenants.

Air and Noise pollution

Ernie Chinnick has been on the case here. Telford Road will become two lanes in both directions which means cutting into the green verge along Telford Road and the green area on Bounds Green Rd. This brings the traffic closer to the homes along this route.

Ernie has been to the council to put forward his concerns. If you have ever walked along A406 at night you will know how noisy it is.

The council are going to monitor the air and noise pollution along here. Please update the blogg when you see the monitors in place.

Traffic Calming

Many man years ago the Mayor (Livingston) provided Enfield Council with just under £4m to sort out traffic calming measures on the roads around A406. So far the roads off Green Lanes have had a one-way system installed. One-way systems encourage drivers to drive faster so where's the calming coming from Enfield?

I have been in touch with Enfield Council asking for an update, ie when will Warwick Road traffic calming programme begin. I wait for an update.

A406 Tenants United. Notting Hill Housing Trust are purchasing all the A406 bounds green homes with a view to refurbishing and rebuilding. They will consider peoples housing needs and rehouse acordingly. Tenants don't want to be forced to move by their new landlords so have formed this new group, they want to stay where they are.

A406 Housing. Notting Hill Housing Trust Meeting

Monday 23rd November saw the first meeting held by Enfield council and Notting Hill Housing Trust (NHHT) regarding the homes and empty plots of land along A406.

Some background. The Homes and Communities Agency have granted NHHT £54million. They will purchase the homes and empty plots of land along the Bounds Green section of the A406 from Transport for London with this money. NHHT will then contribute a further £36million to pay for the refurbishment/rebuild of the area. There’s a lot to be done!

Who lives in these homes? Tenants and squatters. Tenants pay their rent to either Tansport for London (TfL), Enfield council (Enfield Homes), housing co-ops or housing associations. Squatters will be moved out at some point.
So what’s going on? There doesn’t appear to be any firm plans at the moment, we need to see this as a positive with all to play for. It was made clear that tenants would have their housing needs assessed and would be re-housed accordingly. Basically, if NHHT and Enfield Council think your home is too big or too small for you then you will be re-housed.

People at the meeting were not pleased to hear this. 100’s of people live along this route, have brought up their families, paid their rent, paid their council tax, received very little in the way of services (when was the last time Bowes Road pavement was swept?) and now, just when the area is to be improved long term residents will be moved out. Some tenants have spent their own funds installing central heating and new bathrooms. If they are re-housed will there be any compensation?

Enfields Cabinet Member for Housing made policy on the hoof. I’m sure he will get in to trouble for this but it was good to see a politician listening to peoples concerns and acting on it. He guaranteed that Enfield tenants would not be re-housed unless they wanted to move.

Housing association and co-op tenants don’t have t his safety net, they will have to negotiate with NHHT. MP David Burrowes attended the meeting and suggested that we should be looking for a solution that works for all tenants.

Some housing association tenants stated that they would be evicted on 26th November with no-where to go. A number of tenants wanted to purchase their homes. Because the homes have been owned by tfL (pre-2000 the Highways Agency) this option does not appear to be available.

NHHT will start to take over tenancies at the start of 2010 and will collect data on what needs to be done to each home to bring each up to ‘decent homes standards’. They will produce a regular newsletter and open a neighbourhood office to provide face-to-face support and advice.

NHHT officers suggested that new build would go up on the empty plots. Surely this space should be planted up with broadleaf trees to absorbe the noise and pollution created by A406 traffic.
